In 2003, AG Easley, now Governor, crafted an agreement with Smithfield Foods, who was in trouble for waste getting into public waterways, in which SF would "donate" $50 million a fund controlled by the AG to be spent on environmental causes at the discretion of the AG.

Easley crafted the agreement to avoid the verbiage of "penalty" or "fine" because per the NC Constitution, those are to be directed to local schools to be spent on education. The City of Wilmington found that out the hard way when they were going to pay the Red Light Camera company with the penalties they collected, as those had to go to the local school system.

The State Legislature passed a law shutting this down and directing funds like this to the state treasury to be included in the state budget.

Why didnt they send it to the overwhelmed hospitals the filth lament?

These people are despicable.
