Yes, for all practical purposes, it was officially ended when Comey wrote his exoneration paper. Coulped with the fact that Hillary was interviewed a month or so later for a grand total of 3 hours, not under oathe, no notes taken, and allowed to be represented by her co-conspirator Cheryl Mills who had already been given immunity, tell you all you need to know.
I've also read that the FBI allowed them to destroy evidence. Yeah, I think it's safe to assume that the fix was in.
