I'm not sure what we're arguing about here. Rutgers is clearly in the NYC metro area. In terms of physical distance, Rutgers is significantly closer to Madison Square Garden than any SEC school is to Atlanta or any ACC school is to Charlotte, yet anyone reasonable here would take Atlanta being an SEC market and Charlotte being an ACC market at face value. In Jim Delany's own words, they'll likely have the Big Ten Tournament on the East Coast about "20% of the time", which sounds fairly reasonable considering the geographic footprint of the conference.
