Actually, this isn't true. The system has evolved.

The Twelfth Amendment (1804) changed the electoral college procedure somewhat because of a completely screwy election in 1800, when the electoral college technically tied, even though the intention of the college was to make Jefferson president.

(Parts of the Twelfth Amendment were in turn amended in by the Twentieth Amendment (1933), which addressed presidential succession. Succession was changed again by the Twenty-Fifth Amendment (1967).)

The electoral college was also changed by the Twenty-Third Amendment (1961), which assigned electors to the District of Columbia for the first time.

Another, more significant change to the "system" came in 1913, when the Seventeenth Amendment required direct election of U.S. Senators. Before then, the constitution charged state legislatures with selecting U.S. senators.

And we all know about the Thirteenth and Ninteenth amendments, which extended the right to vote to African-American men and women, respectively.

In that context, my proposal -- an adjustment to the electoral college so that it better reflects the U.S. population as a whole -- is hardly radical. It fact, it fits with the spirit of many past amendments, which is to improve the chances the will of the people can be heard.

Of course, a GOP led Congress would never support this, and for the same reasons GOP members of Congress have long fought the idea of allowing the 550,000 people of Washington, D.C. to be represented by voting members of Congress. They rather like the system tilted their way.

It's worth noting that Bush beat Saddam with Clinton's army. For all the squaking about how supposedly weak Clinton was on defense, his Army kicked bootay in Iraq.

Its funny that dems are still mad about the election. Of course they think its part of the vast right wing consperisy. What I never hear them mention is that all the counties in florida where the votes were in doubt were run by democrats, so they only have themselves to blame. :D

Why Did the Department of Defense Develop GPS?

In the latter days of the arms race* the targeting of ICBMs became such a fine art that they could be expected to land right on an enemy's missile silos. Such a direct hit would destroy the silo and any missile in it. The ability to take out your opponent's missiles had a profound effect on the balance of power.

But you could only expect to hit a silo if you knew exactly where you were launching from. That's not hard if your missiles are on land, as most of them were in the Soviet Union. But most of the U.S. nuclear arsenal was at sea on subs. To maintain the balance of power the U.S. had to come up with a way to allow those subs to surface and fix their exact position in a matter of minutes anywhere in the world.... Hello GPS!

*I did not know the arms race ended in the 90's??????

BTW RF, the military budgets went down starting during the second half of RR's administration. They continued through Bush #1 and Clintons administration's. Dont ever think that Clinton did anything to help the Military. That is an insult.

Dude, it's common freakin' sense. Look at how Gulf War I was fought and look at how Gulf War II was fought. The weapons are clearly better. When did the weapons get better? During the Clinton administration.

I'm not saying Clinton invented GPS. But, during his administration, the technology was obviously extended to all sorts of weaponry in ways it hadn't been used before.
