Officials at a news conference didn't disclose details about how the material was accounted for, but said the investigation into the once missing substances is continuing.
"There are some areas we still need to confirm as part of the investigative process," Gonzalez told reporters, declining for now to say what happened. "It's an ongoing criminal investigation."
Gonzalez said there is no indication that any terrorist agencies or foreign powers were involved in the case.
When asked if bacterial cultures of this type could be used to produce bioweapons, Homan said, "Yes, that is a potential ... There are reports apparently that other countries may have weaponized forms of this. This was not weaponized in any way."
The vials were part of a study by Dr. Thomas Butler, chief of infectious diseases in the Department of Internal Medicine at the university's Health Sciences Center. The study is aimed at developing antibiotics to fight the plague, the university said.
