I dont have a problem with your thoughts except I dont think Coleman had any intent of hurting Budinger.

I honestly don't remember the play. I know that I hated Laettner. The only good quality to him was the shot that beat Kentucky...

The only good quality?

The guy was one of the best (and most accomplished) college basketball players of all time.

look at the video. does it look like he stomped him hard to cause pain or more of like "Im an @sshole, take that" move? that is way different then the guy stomping that guys face. the UK player stood up and laughed and clapped. no injury

he laughed and clapped because Laettner lost his cool and got a T, he was mocking Laettner, it probably should have cost Duke the game.

I mean look, Laettner (admittedly) stomped on somebody, Coleman stepped on somebody HUGE difference, if you cant see that I dont know what to say. It is completely obvious to me that one was malicious and the other was not.

In fact, this article clearly shows that Coleman was apologetic, and even claims that there was never even contact made with Budinger's face, only his shoulder. If you watch the video Coleman clearly trips/stumbles after he steps over Budinger. To me the kid simply wasnt watching where he was stepping.
