Could basketball tourney eligibility be dependent on whether the BB school plays football? Maybe not so far fetched now.

You keep repeating that same line when it is demonstrably not true. The FBS playoff/post season decisions are not made by the NCAA. They are made by the conferences and the decisions for inclusion in the College Football Playoff series has been decided for the next 12 years. The G5 IS included. The whole point of D4 is to protect the P5 from lawsuits and give them complete control over the direction of the game.

The solution to the lawsuit issue is to pass legislation to address the issues of the lawsuit.....not demand complete autonomy and power over the rest of the membership permanently.

We're already there, for all practical purposes. If there were that much sentiment among the P5 that the G5 were getting too much, there wouldn't be an Access Bowl.

No, it's to cut out the NCAA, and to have fewer mouths at the teat.
This proposal does half of that--you cut out the low-budget one-bid leagues, the Horizon and the Big Sky and America East and the MEAC and SWAC and Southland etc etc etc.
Instead of 30 or 32 conferences, you have 12, maybe 15 at the most.
Big Sky - cutting out states of Idaho, Montana, North Dakota, plus influences in WA, OR, AZ, UT
America East - cutting out state schools of most of the Northeast.
