In my opinion, the NCAA has mostly failed FCS and that's one reason you won't see a repeat of 1982 when so many schools shrugged their shoulders and said, "Eh it's not such a bad deal" and went down without a fight.
FCS has been billed as cost-containment football but schools looking to be competitive in FCS are paying salaries similar to the MAC and low-end of the Sun Belt and CUSA.
The scholarship saving isn't that big either, in the $300,000 to $600,000 range depending on the school.
When FCS was created, it provided more post-season opportunities than you could have had in the MAC or Big West at the time, now there are more post-season opportunities in FBS.
The NCAA membership rejected a proposal to split then I-AA into I-AA and I-AAA with I-AAA being non-scholarship football and the fight against it was led primarily by I-AA for fear that even more schools would adopt non-scholarship football.

Right, but they're spending more money to get to a certain level so that they can get a little more money to help, among other things, sustain this practice. I think it's great if you go to a school that offers free admission, but I know at some point, it might be unsustainable, if not already.
