It's a virtual lock that the BE bid will face the ACC champions in the Orange Bowl. It would take some serious upsets or a head scratcher in the BCS selection show to do otherwise.
And keep in mind, the transitive rule does not apply in college football. UNC, while still a very bad team, is nowhere near as awful as they were earlier (when Rutgers beat them by less than a TD ). GT is capable, when Reggie Ball plays at his best, of beating anybody. I think they have showed that the last few years. They won @ Top 5 Miami ... vs Top 15 Auburn ... at Top 10 Auburn ... at Top 10 Virginia Tech ... etc. Only this year (thanks largely to a new offensive coordinator) they haven't melted down against inferior teams for the first time w/ Reggie Ball as QB. If it's GT in the Orange Bowl, you better take them seriously. If Reggie has a bad day, we'll get blown out. But if Reggie plays great, it could be the reverse of that. When Reggie played the best he has all year, we rang up the Hokies (in Blacksburg) for 21 points in 10 minutes. With our defense, that's nearly impossible to come back against.
I see your scenario as the least likely of the following three:
Here are what the likely scenarios are:
NC - Ohio State-USC
Rose - Michigan-ND (rematch of an earlier game OK with Rose)
Sugar- SEC Champ - Big East Champ
Orange - ACC Champ - SEC at-large
Fiesta - B12 Champ - Boise or West Virginia
NC - Ohio State-Michigan
Rose - USC-BE Champ (they won't want a USC-ND rematch so soon)
Sugar - SEC Champ - ND
Orange - ACC Champ - SEC at-large
Fiesta - B12 Champ - Boise or West Virginia
NC - Ohio State-Florida
Rose - USC-Michigan
Sugar - ND - BE Champ or SEC at large*
Orange - ACC Champ - SEC at large/BE Champ*
Fiesta - B12 Champ - Boise or West Virginia
*According to the selection rules, the Sugar would have to put the BE Champ #1 on their selection list of three first but then the BCS Cartel would have to determine if placing an SEC at-large team in the Sugar is preferable for local interest (LSU) leaving the Orange with the BE champ. But if the BE champ is Rutgers, the BCS Cartel will decide to put the BE Champ in the Sugar and the Orange will choose an SEC at-large.
The only thing that could change the above is if ND beats USC, Arkansas loses to LSU and then beats Florida and both Louisville and West Virginia win their last two.
In that case, Michigan becomes #2, ND rises to #3 and West Virginia rises to #4 which means West Virginia is an auto-selection and must be chosen over an SEC at-large team.
Cheers,
