They're just setting it up so they can pass the buck to CUSA and blame CUSA's laws for not letting them stay.
I'd say you are right. They will try and steer some of the blame on CUSA now to take some of the heat off them even though they already know that CUSA's presidents already voted against allowing basketball-only associations.
So are they also dropping out of D-1? The moves they describe within the program would indicate they are dropping out of D1---but they also are saying the budget wont be cut. There are not many D-2 schools with 30 million dollar athletic budgets. Heck---a 30 million dollar budget for a non-football D1 school is HUGE. Either they are lying about the budget---or they don't understand D1 requirements.
