Doubt expansion would ever do anything but hurt the ACC EXCEPT if Notre Dame FULLY joins....and they won't.

Agree, but what if we could add PSU and bring Maryland back as 15 and 16?
It would have to be done in that order. Without Penn State, there's no reason for Maryland (or Rutgers) to remain in the Big Ten.
