Might be hard to get a lot of schools to hand over negotiation rights (power) to an LLC.

That may not be exactly true. If, for example, conferences will be allowed to decide how to crown a champion on their own, what's to stop C-USA from going to 16 or even 20, attract a little more tv money to provide a lot of inventory to a multitude of sports networks, divide into 4 divisions and hold semi-finals to determine the participants in the championship game? The 2 semi-finals will help boost income a bit. The conference would need to find a way to divide into 2 basketball conferences though while remaining together in football. A problem looking for a solution.
Holding more inventory could work IF Fox or NBC is going to quit diddling around with their niche sports channels (FS2 and Universal Sports) and pump up their online/app products.
Heck, even NBCSN is a niche channel besides the NHL. I don't know if I've seen a bigger waste of a sports channel. In my area it's on a good place on the dial too. ESPN, ESPN 2, ROOT Sports, Fox Sports 1, Golf Channel, and NBCSN in that order.

This is a prefect time for deregulation. People's TV viewing habits are changing rapidly. With the advent of Fiber, Sling, Roku etc it will be easier for schools and conferences to produce their own digital content and distribute.

That's why the off the wall suggestion of dividing into 2 basketball leagues while remaining 1 football league.
Would the NCAA allow that?
With 16 (arguably 18 is better) there is nothing stopping it. To make everyone happy you have to structure the football league as an independent entity where everyone has an equal vote and the protection of needing a 3/4ths vote for expulsion, exit fees and all that.
Or this:
One possible way around the FBS rule would be to go to 16 schools, have all 16 in the FBS conference but only 8 bring all sports. The other 8 form a non-fbs league of all sports minus football. That would be allowed under current rules, I believe, since as of now you need to have at least 8 all sports members to be an fbs league. 8 all sports plus 8 football only while the 8 football only have a separate league for basketball and other sports.
