So it appears compared with 2016. it's a small improvement on the labor participation rate, but unemployment of those in the labor force is going down.

So I'd say in this case it's a good situation for supporters of the administration. Could be better, but at least it appears to be in the right direction.

Sorry I wasn't clear, but this is the labor participation rates over the past 10 years or so. Since 2014, the participation rate has been very stable - but significantly lower than in 2009. Based on this, the unemployment rate data from Jan 2014 thru March of 2017 should be meaningful since the participation rate has been "standardized" over this time frame.

I would be really interested in an in depth analysis of labor force participation rate that considers baby boomer effect on the %.

All I know is that it's taking our company longer and longer to hire as the qualified candidate pool has definitely shrunk over the years.

yep, and this will eventually drive more people out of "not looking for work" into "looking for work." This could cause the unemployment rate to go up, but the labor participation rate to also go up.
