It sounds like you want to compare Swofford's response to the Louisville issues to Delany's response to the Penn State issues. The two issues are so vastly different, I can't see anyway to compare the responses to them.

So if you know about a crime of bribery or fraud or cover up and don't report it to the proper authority are you culpable? Are you guilty? What should the punishment be?
