I can't speak to federal funding, but I can attest to the fact that if you don't drop within the first week, the college is going to take your money and run. I won't touch the claim that he tried to drop the class and couldn't because I would need to see an actual paper trail before I say anything.

Interesting. I tried reading up more on this, but the only additional information I could find is that the plantiff dropped the lawsuit and the civil case was terminated in mid-late October.

Doesn't sound that unusual, here's the schedule at UTRGV, most definitely not for profit:
Aug. 25 Last day to withdraw (drop all classes) and receive a 100% refund
Aug. 28 Fall classes begin
Sept. 1 Last day to withdraw (drop all classes) and receive an 80% refund
Sept. 11 Last day to withdraw (drop all classes) and receive a 70% refund
Sept. 18 Last day to withdraw (drop all classes) and receive a 50% refund
Sept. 25 Last day to withdraw (drop all classes) and receive a 25% refund
Note that 20% is gone before classes even start.

Yes, this type of refund policy is normal for both non-profit and for-profit institutions. This is likely why this lawsuit bit the dust. What is sad is that people read a lawsuit and often assume "shady dealings" when it is just as likely the student and their greedy lawyers are the shady ones. I did check up on Top Class Actions and it does not even appear they are registered with the Better Business Bureau. Shady indeed!
