TV Network partners question
I assume the answer to this is no but I'll ask anyway.

Can football and basketball negotiate different deals with different networks?

For instance, let's say the basketball league is more popular with networks than football and the basketball games air on ESPN, NBCSN, and CBSSN.

And football ends up on Fox Sports, Stadium, and ESPN takes a couple.

Yes--you can do that. The Big East used to have separate agreements for football and basketball. They even ended in different years. Most conferences do not divide their rights that way--but you can. Its totally up to the conference how they divvy up the conference television rights and who they sell them to.
