I refuse to go in that situation. I'll sit there until they go. It seems to happen from women more than anything.
Similarly, I hate it when someone is waiting at a four way stop as I approach...going about 1 mile and hour...clearly slowing to stop...and they sit there and sit there and sit there until I come to a complete and final stop.
Mostly women here too and men 60+ years in age. I've though of making a sign that says go to flash to these morons.

Also irritating when it happens to me while riding the bike (bicycle). 1) Not doing me any favors if I'm already coming to a stop, 2) inevitably, because I'm coming to a stop, or am stopped, now I'm going to be slow to accelerate and someone ELSE is going to think I'm not going, or taking too long, and will go, right about the time I start moving into the intersection.
Now, I just sit there and wait.

My mom hit someone about fifteen years ago on a black bike and wearing black clothing. He cut across in front of her. It was morning and the sun had not come up yet. She stopped and asked the guy if he was ok. He said he was and my mom insisted on calling 911, he told her not to. Got back on his bike and rode away. My mom went to the local police substation to report the incident. She said the man had a European kind of accent and was white. The officer she talked to suggested he could have been here illegally and that was why he rode away. Story ends there.

I was driving in Pine Bluff and the car in front of me tried to turn right at an intersection and hit the car in the far right lane. The two cars stopped, they looked at each other for a momement and both sped off.
Doubt either was illegal though what they had in their cars might have been or maybe they had warrants.
Let me add another gripe: You're stopped behind a school bus and you wait for those stupid kids to cross in front of you and they're either on their cell phones or they stop in the middle of the street to talk to their friends making you wait for no good reason. These are our future leaders, imbeciles.
People was incessantly post pictures of their meal on social media. I’ve seen every meal by buddy out in Vegas has eaten for the past three years! Love ya Pete, but make it stop!
People who drop stuff in the grocery store creating a slip hazard and don't go tell a store employee.
I've seen it before but it happened again earlier. I was at Aldi picking up our weekly staples when this woman drops a bottle of olive oil that breaks and spreads all over the aisle. Whereas a normal, decent human being would have went immediately and notified someone wit the store she continued shopping like nothing was wrong. I said "Aren't you going to tell someone?" She said "I'll do it when I check out." I made sure to track down an employee before someone got hurt.
Reminds me of my co-workers Kaplony. They somehow think the custodians are there to pick up after them rather than empty the trash and do the general cleaning. Nearly every time I go into the restroom I have to pick up a paper towel some slob threw on the floor and was too lazy to pick it back up and properly dispose of it.

We currently have this problem at work...compounded by the idiotic automatic flushers that flush like three times when use the toilet! The only solution is to hang a paper towel or toilet paper over the sensor. But we have several toilets that are like Larry's.
People who solicit, even when it is clearly posted not to. The last one that came to the door, rang the doorbell several times, then pounded on the door like it was an emergency. All to find out if my roof had been damaged in the last hailstorm, some months ago.
A few years ago the police provided free no soliciting signs.

People still came to the door to solicit. Since then, I have added two more no soliciting signs, one on a fence you have to pass by and a window cling on the front door storm door.
I kindly point them out every time one comes to the door.
