The up back clearly raised his arm/hand and waves it. Under the NCAA Rules it probably should have been a penalty because he did not fully extend it. The rules say "A Player" not just the one catching it.

You can see him raise the arm look at the returner and wave his hand. He very well could have meant to motion keep it in the endzone. But you dont raise your arm over your head waving the hand to tell a player that. By doing so its either one of the below ...a valid or Invalid Signal

In that case the ball is spotted where the Invalid Signal was called.
