Does anybody know why tax receipts should be down?

Does anybody know why tax receipts should be down?
It wasn't me! Retired, but tax payment still went up.
Maybe I missed out on some new tax payment forgiveness plan? Paying taxes we incurred just isn't fair!

Mass. Gov. wants tax cuts to stem exodus
I know we have heard somewhere that people don't move themselves or their business to avoid high taxes. Guess somebody needs to tell the Mass. governor.
She also wants to cut regulations. Hmm...cutting taxes and regulations? Where have we heard this before?
