He was a star at UCLA all four years and a second-team All-American at UCLA in 2001. He was picked in the second-round pick in the 2002 NFL draft by Carolina. Foster is well-liked and respected by the players and within the UCLA athletic department. He is a good recruiter and has done a good job developing running backs. He bleeds blue and gold, and his selection will please the alumni and fans.
Chip Kelly was a terrible recruiter. He didn't seem to care about it. Kelly leaned on Foster, Jerry Neuheisel, and Ken Norton, Jr. to do the recruiting. All three played at UCLA and grew up in Southern California. Neuheisel could become the offensive coordinator. Hiring Foster saves money, improves recruiting, and should bring back some Bruin fans. Kelly has discontinued the spring practice game, a big mistake, and hopefully they will bring that back.

Let's face it - the OC job at Ohio State is probably more prestigious than the HC job at UCLA.
Kelly was making $6m a year at UCLA and will presumably make more like $2m a year as the OC at tOSU. This move wasn't about prestige or money, it was about job satisfaction for a 60 year old man who just loves to coach football and already has more money than he'll ever need.
I remember when he was coaching the Eagles, and the newspapers sent reporters up to New Hampshire to find out more about him as a person. They got some doors closed in their face, and the newspapers received a phone call from the Eagles telling them if they wanted to cover the team, they would back off.
Kelly might simply not have the personality for LaLa Land or recruiting, and has all the money he will ever need.
