All NFL stadiums need to have either a rectractable roof or domed stadium.
Outside the Sun Belt. And even then, heat stroke can become a serious issue in the late summer/early fall or in a place like Miami or Tampa all year long.

No. Especially since its municipalities that are on the hook for building the facilities in most cases. Few cities can endure what Atlanta just did (replace a 20 year old dome with a new one)

The Georgia Dome was closer to 30-years old than 20 but point taken.
Still, if municipalities did it right, they could build these with ease and not burden most local taxpayers. Just add to the taxes at the airport, for rental cars and at hotels. It may leave a bad taste in the mouth of some of their visitors but it's only slightly more and doesn't break the bank for most people. We're talking about a few more cents/dollars per transaction. Not a big deal.

Somewhat related, I see that the Chicago Bears have officially changed the proposed location of their new indoor stadium from Arlington Heights IL to the Chicago lakefront instead.
Still not a done deal. This still feels like a negotiating tactic to me. The Bears are going to play both sides off each other to try to get themselves the beat deal possible. It's all about creating leverage in negoations. The Bears have to make each city think they are willing to walk away and sign a deal with the other side.

With city budget constrained and multiple investments clamoring for resources (schools, roads, sewers) is a visitor tax going to fund a $1B ventures for a multimillionaire really ideal?

The Bears don't have the money to furnish even 50% of the funds to build their desired facility in the suburbs and ownership has shown no interest in selling off stake in the team to do so. Meanwhile the city would likely finance a new stadium downtown.

A visitor tax is much better for local taxpayers than a raise in city/county taxes easily. MUCH BETTER, because locals, for the most part, don't have to pay those fees and their taxes can be raised for things they need like you mentioned since pro sports is not a good justification for raising taxes. It only makes sense and the most important thing is everyone (residents/taxpayers, the city, team owner) wins except those that visit the city and/or have to use hotels, rental cars and fly into/out of the the airport.
