How does the picking order work for the tv networks?

Did ABC pick PSU-Akron first before BTN got Iowa-Wyoming

Fox and ABC/ESPN get the Tier 1 content, picking during different weeks. Because Fox has the baseball playoffs they get Big Ten games later in the season.

I don't think that's how it really works. It's like the old playground picking....
Fox gets 1st pick
ESPN gets 2nd pick
Fox gets 3rd pick
ESPN gets 4th pick
and so on

Fox can't unilaterally reserve the weeks after the baseball playoffs. Doesn't work that way.
