I will point out that the Big Ten's GoR is much more rock solid because it covers ALL TV rights, not just those that the conference's Tier 1 and Tier 2 network contracts cover. If a school leaves the Big Ten they will have zero home coverage controlled by them and their new conference. That isn't the case with another GoR that get's thrown around a lot in conference realignment discussion.

No....you are completely missing the point. With the Big 12's GoR, the ownership belongs to the conference unless their network partners choose not to air a particular game. If that happens then ownership reverts back to the school in terms of being able to use the inventory. That is the "oilpan" which is Tier 3. With the Big Ten's GoR covering Tier 3 as well, nothing ever reverts back to the schools. The BTN plays Everything, it is a regional network and shows games regionally. The Big 12 has no such mechanism so your 5 out of 6 or 6 out of 6 is either ignorant or blatantly trying to oversimplify the situation.
