It could only be a neutral site game if the neutral site game agreement allowed for it (as it would for an in-conference neutral site game). It can't be an away game: the home school typically owns the rights, so the conference of the away school can't sell them, without the home team's permission.
I get what you're saying. The point I was trying to make was that if CBS was already planning on broadcasting such a game as part of a contract they have with another conference (and they have a few), then the "appearance" would still count. Obviously, CBS wouldn't have the rights to an away game, but an away game *could* be counted as an "appearance."
And I think the way the contract is written that CBS doesn't really pay per appearance, but rather just a lump sum and if the appearances meet the quota, then CBS gets their money's worth.
In any event, it isn't going to be more than 9 games on CBS. C-TBA still has 100+ games going on the ESPN family of networks, plus all games on digital platform. Basically, 2/3 of the games will be on TV of some sort. For the CUSA schools, that's a huge upgrade.
