I didn't number the John Does this way...someone connected with the court cases did.

What implication does that raise in your mind?
It tells me that Joe Paterno wielded a tremendous amount of power and influence in State College and perhaps the Commonwealth. And he used his power and corrupting influence to keep everyone in line (including his victims) to further his selfish goals at the expense of innocent children and families.
