It depends. Some apply for FBS, get there, and can't sustain everything that makes them FBS. Performance on the field is one thing but it's not fair when the Alabamas, Ohio States and Texases are paying the bills that a few FCS/D-II level schools come to leach off of them.

Access to the title is one thing, we all know that's rigged but there does need to be some defined set of standards as to what makes you D-I and what doesn't. A better idea is limiting the student subsidy amount allowed, as suddenly terrible schools would have to come up with more money from somewhere else to fund their athletic program.
