When you have the bureaucratic class of two parties against you and seeking to undermine you...and you only have two parties....then it is awfully hard to find people to fill positions with.

Even when you do, they are often inexperienced since they haven't been part of the ruling class. And since you have the state media organs in lockstep against you you can account on inexperience, or inability to find people, to both be highlighted daily.

Tough row to hoe.
