After the first +/-16, the seeds are heavily manipulated. They "try" to arrange it so that conference mates don't play until the regional, preferably regional final. They have also been known to "arrange" seeds for TV.

Look at the first-four. They are allegedly 8 teams on the bubble so the winners should 16 seeds, yet the are 8-11 seeds.

Not at all... The 16 seeds are always automatic bid teams. Probably all of the 15 and 14... Is it really so hard to believe that the lowest at-large (I.e. the bubble teams) are 11s?

That's my point. Some of those 15 and 16 seeds should be in the first four but the brackets are manipulated so it is not always 1v64, 2 v63, etc.
