Aren't just about all regular season games "technically" somebodies home game? The key difference (IMO) is whether the two teams share tickets more or less equally, or does the "home" team hoard them?

It's not just preponderance of tickets, it is ticket gate (and related revenue).
A true neutral site game, the organizer may give each team, say 10,000 tickets, pay each some guarantee, but keep the majority of them to sell for their pockets. What about advertising on all the flat surfaces? ND at Navy we pass a typical/slightly larger visitors allotment to ND, and we pay them a guarantee (my understanding is that it is equal number to what they give us in odd-numbered years in South Bend) and the rest of the ticket gate is ours. Stadium signage us at least part ours. I bet that the Holiday/Poinsettia Bowl committee who is hosting has separate deal with stadium authority about rent for the building, splitting concessions, parking etc.

It is similar regarding the ND/Syracuse game. The end zones will have the ND Stadium diagonal lines, the logo on the field will say ND, the Irish control the gate and give a "visitors" allotment of tickets to Syracuse and NBC televises the game because it is an ND home game....just taken on the road to someplace else.
