When I was at FSU, I was responsible for reporting attendance for all olympic sports. I was told to essentially guesstimate rather than count. If it was pretty obviously a handful, it wasn't a big deal, but I'm not going to stand there and count 600+ people.

And here's the thing. Everyone guesstimates to the high side. No one sees an approximate crowd of 1,000 and says, oh, I guess there are 300 people there. No. They will "guess" that there are 1,700 there.
