Remember that PR is predominately Hispanic and as such is the land of mañana too. I know because I'm hispanic and that's how we are. In fact, I have a meme that says, "If a man says he will fix it, he will. There is no need to remind him every 6 months."

Besides, being an armchair QB as Mach is you have to remember that PR is an island and as such is not as easy to get to like in the mainland. As far as I know there aren't any interstate highways to the island.
