Why?

BYU has nothing like ND does relative to "P5" status.

The actual definition of P5 in CFP documents is "conferences with a NY6 bowl contract" or "contract-bowl-conferences." ND is, BYU isn't.
ND has seat at governance that BYU doesn't.
CFP paid ND $2.8 million and BYU $300K.

BYU is a "non-power" independent, just like Army, UMass, and Liberty

Nope. No hate here. I just like dealing in facts.

Navy was a non-power independent just three years ago. In Jan 2012, we announced that we would be joining a BCS Auto-Qualifier conference, and by the time our entry date rolled around, it was not a "contract-bowl-conference" in the CFP structure.
