No doubt you'll have some worse teams than them, but since Saudia Arabia is coming out of one of the weakest confederations and the expansion will be across all confederations, there will no doubt be a number of teams better than them as well.

For example, this year you might have Italy, Greece, and Ireland from UEFA, Chile from CONMEBOL, Congo and Cameroon from CAF, etc. - all ranked higher than the Saudis and would be expected to beat them. Heck, even the U.S., as bad as we've been would be better than them.
