Obviously, you've never experienced lake effect snow. Syracuse averages 12 feet of snow per year. The sidewalks aren't always shoveled. Nor all the steps. And the plows do what they can, but often it comes down faster than they can move it. I couldn't believe it when I first moved here. Memphis averages 3 inches of snow per year. We received seven inches of snow last night. That would shut down all of West Tennessee if not most of the state.
