Basically, the post season for football developed via happenstance and went on that way long enough that tradition pretty much locked it in place. As it stands, with the P5 largely in complete control of the postseason---there isnt a lot of incentive to change or open it up to everyone.

From 1964 to 1972 even the College Division had a similar bowl structure to the University Division with the Tangerine/Boardwalk, Grantland Rice, Pecan/Pioneer, and Camellia Bowls.
