Sharif Ali Bin al-Hussein, who heads Iraq's main monarchist movement and is in contact with guerrilla leaders, said many insurgents including former officials of the ruling Ba'ath party, army officers, and Islamists have been searching for a way to end their campaign against US troops and Iraqi government forces since the January 30 election.

If the insurgents want to lay down their weapons in exchange for having their security and involvement in the political process, it sounds like a good trade to me.

I agree, they must hand over Zargawi and Bin Laden and also serve a prison stint , which perhaps could include a bit of training to help get them back into the civilian population. I don't think these guys should get immunity for the horrendous things they have done. If they are indeed seeking an 'exit' strategy than it proves their will is broken and they acknowledge their inevitable annihilation. What happened to them all wanting to fight to the death, oh yeah, we found out that was a farce during the Fallujah takeover.
