Same difference with Entitlement Spending ... you hook 'em like a fish and imprison them in a life of utter decay and poverty and they will vote for you until death and keep you in power just to keep getting thrown their chewed down bone treats.
STOP THE SPENDING and YEAH, it will hurt like hell for a long time, but it has to start somewhere .....

It's free market because the current price isn't really reflective of some of the societal costs--pollution (whether or not you believe in global warming), depletion of a limited resource, necessary involvement (including militarily) in unstable regimes that happen to govern the places where oil is located. Without some recovery of those costs, the so-called "free market" price does not send accurate signals to producers or consumers.
As for use of proceeds, Paris Hilton has already figured that out, use them to fund the transition to alternatives. Actually, if the price is set at a high enough level, alternatives become cost-competitive and you don't need to subsidize them. But what you do need the money for is to build the kinds of infrastructure that will reduce oil consumption--better roads and bridges, mass transit systems, electrical generation plants and distribution grid, high-speed rail, etc.
