The biggest reason for a fear of snow is the lack of snow removal equipment, and a minimum of salt for the roads. That - and a total lack of driving skills in inclement weather...

Looking at the images from the collapse, it looks like some of the metal in the towers had rusted. It was just a matter of time before something like this happened. I imagine the weight of the ice hurried the process along, as did the cold and high wind on metal that was already weakened and brittle...
