No it isn't.

Quote:BCS Future Automatic Qualification Standards

Under the terms of the agreements with the bowls and television rightsholder, the ACC, Big East, Big 10, Big 12, Pac-10 and SEC will have annual automatic qualification for their champions for the 2010-11, 2011-12, 2012-13 and 2013-14 seasons.

Results from the 2008, 2009, 2010 and 2011 regular seasons will be evaluated to determine whether a seventh conference earns automatic qualification for the 2012-13 and 2013-14 bowl games.

The non-AQs are being evaluated for a 7th slot in the final two seasons of the BCS agreement that started this year. That is the only evalutation being done.

Yes, it is

"If the BCS continues under the same or a similar format, conferences will be evaluated on their performances during the 2010 to 2013 regular seasons to determine which conferences without bowl contracts will have automatic qualification for the bowls that will conclude the 2014-2017 regular seasons."

Last time I checked the Big East is the only conference without a BCS bowl tie in

Remember that there are three different components the BCS analyses. There was a link to SEC guy that had done an analysis of the three categories for the 2008 and 09 year and the Big east was in good shape being ahead of ACC in all three and actually being ahead of more than two other conferences in most.

You are correct that there are three different components but the new evaluation starts this year and The computations will be made according to the conference's membership on Dec. 4, 2011. 2008 and 2009 don't count.

Not even the homers can justify such awful performances. But nobody thinks highly of the Big East anyway so it isn't like a big prestige hit.

They might not count but it gives us a good idea on how our league will perform. The Big East this year has a lot of young talent and coaching staffs, while it may not have a national contender, it will be very balanced and that will help in that component.

There's no reason to be. Yet some will complain about the lack of media recognition and respect...as if it's deserved.
