Well that list could take a while.... Why would a college kid wanna play in a place where the stadium is on campus, there is tradition, and the seats are filled? Who would want that? I am sure every college player wants to be on "The other team" in a big city.

I don't know, I think you might see a lot of transfers to West Virginia. I flipped through the roster, and there are about 40-45 Pennsylvanians. If they wanted to play in Pittsburgh, they could have gone to Pitt. If they want a podunk college town with a big-time college football culture, 4-6 hours from home, in a top football conference, Morgantown is right over the border. Road trips to Austin and Norman make up for missing out on Ann Arbor and Columbus and Lincoln.
(That maybe didn't sound good, but I'm just saying that Morgantown seems more like State College to me than Pittsburgh or Syracuse does.)
I don't know that Penn State players are going to jump to the nearest power-conference program just because of proximity.
I think the Big Ten should think about putting a limit on intra-conference transfers. Do they want it to look like they took the opportunity to pillage the Penn State roster? Maybe require conference approval, and have some connection to the program you're going to--a high school teammate, your home state, etc.

Oh I don't know. Maybe if they want to play in a NFL city in an NFL stadium they could just transfer to Temple.
