TCU and WVU were added out of necessity. The Big 12 needed at least 10 by July 1, 2012 or else their TV contract became null and void. WVU and Louisville were approached back before Pitt backstabbed the Big East but neither showed much interest because it looked like the Big 12 was about to implode. When Texas decided to stay at the last minute they wanted to add another Texas school to replace the Aggies and TCU fit the mold, which worked out great since they could get out of the Big East easily. WVU told the Big 12 they would sue their way out early so they were invited over Louisville.

The Pac 12 added Colorado because the two have had mutual interest for decades but couldn't get worked out until the Big 12 started to fall apart. The Pac 12 originally wanted to pair them with BYU but BYU wanted special treatment, i.e. no sports on Sundays. So instead Utah was added because they have a solid football program and the Pac 12 didn't have any other options.

So nobody's really looking down on BYU and Cincinnati, it's just that right now the power 5 aren't looking to expand with teams outside the power 5, at least until the Maryland lawsuit is finished.
