I see Cincinnati as a back fill. Meaning, I don't think the ACC or Big 12 will reach out to Cincinnati. Cincinnati will replace outgoing teams such as Clemson, FSU or Georgia Tech from the ACC or Texas and Oklahoma leaving the Big 12 for PAC 12. Some kind of scenario like that. I also feel Cincinnati has much more of a chance of going west to the Big 12 than UConn. In other words, Cincinnati could go east or west.

I think Cincinnati will go ACC but not until Big 10, SEC, and Big 12 take whoever they want which will probably be 10 teams total.
