I would like to point you to this article. It shows how little profit the oil company makes. It's a mere 3% which is isn't that great.
Pharmaceuticals make 16% profit and soft drinks are even higher than that according to the article.

Neither am I.
The excise tax is 18¢ and factoring in the effect of taxes along the way you add another 2-5¢ for a grand total of about 20¢.

Yep. 18.4 cents to be exact. It has remained unchanged since 1993 despite the cost of road construction going up significantly during the same period of time.
