Random thoughts (based solely on numbers, I don't know enough about individuals being recruited to comment on any team even my own):
1. The east-west split goes like this in Rivals: East: 1,2, 5, 6, 7, 8, 12, West: 3, 4, 9, 10, 11, 13, 14. In Scout it's East: 1, 2, 4, 5, 7, 10, 14, West: 3, 6, 8, 9, 11, 12, 13. I was never a big fan of straight east-west split and these numbers definitely don't change my mind.
2. Given the total number of commits thus far vs. the number of those above them (even granted the average Big Ten teams will sign fewer than your average SEC team due to oversigning), I think Ohio State and Michigan will likely be top 10 at least.
3. Given all the issues they've faced, Penn State has held up well. Given scholarship restrictions were reduced and the classes they've had, I think they'll end up not falling back as far as most expected (although they will remain down some for a couple more years).
4. Wisconsin seems to be recruiting better than Nebraska. That might be big in the west. That said, at 25 commitments, it's likely the only place for Wisconsin to go in rankings nationally is down.
5. Illinois sure has fallen down in recruiting. Under Zook they recruited well even if they rarely played like it. Now they are at the bottom?! They are still one of the nation's most under-performing programs in my opinion.
