AIDS was declared an epidemic by the CDC in 1981. Reagan did not make his first public comments on the disease until 1985 when asked about it in a press conference. His first actual comments were made in 1986

in 1986 the death count rose to 24,599.
in 1987 that number rose to 40,849.

In 1987 a federal appropriations bill stated that AIDS funding could not be used to encourage homosexuality which blocked any educational programs from promoting safe sex for homosexuals.

in 1988 reagan cut funding to AIDS research.
In 1988 the death count was 61,816

then there's this little stat about the actual funding levels of AIDS: Between June 1981 and May 1982, the
CDC spent less than $1 million on AIDS, but $9 million on Legionnaire’s
Disease. At that point over 1,000 of the 2,000 AIDS cases reported
resulted in death; there were fewer than 50 deaths from Legionnaire’s
Disease.


Ronald Reagan is the perfect example of the consequences when we play politics with a disease. Well before the 80s & even today it is common practice for the government to give massive funding/public awareness to new and previously unknown diseases. there is no "wait and see" you do that every time and it is better to be embarrassed like obama with H1N1 than to have it blow into a crisis. In 1981-1982 AIDS should of been getting a significant amount of federal funding. Instead it was getting marginal funding that was well below the norms of that day.

Like i said earlier the man should rot in hell.

It was pretty apparent that in the 1980's both Ronald Reagan and the American public thought that the cold war was the biggest risk. He overspent on Star Wars and other programs to break the USSR.
