Interesting perspective from the Big Sky Commissioner.
I think he may be correct once the P5 splits, which looks inevitable.
The new D1 could lump the lower FBS and upper FCS, presumed Big Sky, CAA, MV, maybe the Southern, Southland, OVC. He's absolutely right that they look more like each other than any pretension of buddying up with the old BCS schools.
It's back to the old 1A/1AA split.
This would solve much of the current frustration - though there will always be some angst at the upper/lower levels. Schools like UConn, UMass, Boise, Cincinnati - that's the big cutting point. Can they elevate to the P5 or exist in this new D1. At the lower level, what does the Ivy do?

Say the P5/G5 split happens and the P5 only play other P5 teams with the exception of 1 or 2 "money games" per season. This is going to lead to A LOT (probably 1/3 or so) of P5 teams that will consistently win between 0-4 games. I don't care who you are, that will ware on a fan base. There are going to be a lot of unhappy fans when their 5-7 win teams become 1-4 win teams.
