Its certainly much easier for P5 programs to rebuild, especially since they have huge $$$ supplies to help achieve major turnarounds (lots of $$$ to hire the right coach, increase recruiting budgets, etc...).
Its certainly much harder for programs that basically never sniffed BCS status, i.e. Memphis, UCF, etc...(outside just 1 season).
While I do think its much easier and yes, QUICKER, to turn around a P5 program, for non-P5 programs, short-cuts generally don't work.
When UCF hired O'Leary, UCF President told him to help build a program (not just a winning team), and that certainly takes a lot longer at the "CUSA" type level...and yes, in the long-run, it worked.
While fans, (heck at any level), want to win NOW...if you don't invest in the right way to BUILD a program (not sacrifice the future to take short cuts to win now), it will only put your program further and further behind the 8-ball.
