APR requires meeting progress mandates towards a degree path every single year. In the O'Leary years, players would load up on easy electives early as they learned the system and settled in. Some would stay undeclared and fiddle around until they knew if they'd make it in the NFL or not. And since it comes wrapped in friendly pro-academic marketing while making ZERO real world difference other than to serve to the advantage of the existing powers ... of course the NCAA ate that sh*t right up.
