I've always wondered, what if the USA reinvested massively in Liberia? Infrastructure, education, medical etc. Bring everything in Liberia up to American standards?

And time. But, a change in culture would also have to take place. All of the $$$ in the world and loads of time would not make much difference in Saudi Arabia (and, population growth there has countered the influence of oil $$ in raising the middle class).

Because infrastructure is a small part of why many places in Africa don't resemble the West or even China. What exists in those places are useful systems, ones which the majority of the population agree with and a decent number of folks willing to protect and defend to ensure the continual operation of said system.
gonna have to help me out with the "useful" portion w/o referencing oil
if you are solely referencing tribal factions, then disregard the previous...
I was referring to the seven factors that Ralph Peters lists here. Of which, tribalism is one.
