This isn't a debate over general 'they value footbal'...sure, generically, hell, they value women's basketball also. I am talking about (which we all knew but I'll clarify) value it at the level of an SEC/B1G/Big 12 presidents do.
But be honest with yourself....go poll non ACC fanbases. I would be a majority would agree with me that many, if not most, ACC presidents don't value football at the level presidents of the SEC/B1G/Big 12 do.
Perception is not reality. Your post is straight out of 1997. The ACC is still called a basketball conference because historically that has been the case, but not since the early 2000s has this been the true.
Football has driven the majority of all ACC moves since then.

Louisville over UCONN Football move
The only move where football didn't win out was maybe Syracuse/Pitt over West Virginia. Though the Neers can stay where they are.
ACC Schools are investing in football, changing coaches and spending money.
Duke was a trainwreck of a program before Cutcliffe.
If you expected a quick turnaround after the disaster of most of the BCS era for the ACC then it simply wasn't going to happen, but it is gradually getting better.
